Fulton county jail fraud investigation leads to arrests

The Fulton County Sheriff’s Office Jail Investigations Unit arrested a former nurse and a detention officer on Aug. 29 as part of its ongoing contraband investigation.

Juanita Calloway worked as a nurse assigned to the jail in 2023. She was dismissed after an inappropriate relationship with a jail resident was discovered.

The investigation revealed a conspiracy in the jail related to cell phones involving Detention Officer Sgt. Lorna Heath, which led to Thursday’s arrests.

Calloway, 48, was charged with four counts of conspiracy to commit a felony, and four counts possession of prohibited items by inmate or providing items to inmate.

Heath, 57, was charged with one count of unauthorized possession of prohibited item by inmate, and one count violation of oath by public officer.

The Sheriff’s Office said at least one current jail resident was charged with conspiracy to commit a felony and possession of prohibited items by inmate or providing them to an inmate related to this case.

The Fulton County Sheriff’s Office Jail Investigations Unit made multiple arrests early Friday morning, Aug. 23, following two ongoing, related investigations that began in June.

Six individuals were arrested last week and five more are being sought in the fraud investigation that has revealed more than $1 million in transactions to facilitate criminal activity at the jail. Contraband including drugs, cell phones, and other electronics were involved, investigators said.

Markeisha Clark’s arrest in June for identity theft led to the fraud investigation that involves current detainees, family, and associates outside of the jail. Clark was out on bond when she was arrested Aug. 23.

The investigation revealed the involvement of at least four suspects who were charged with conspiracy to commit a felony by providing inmates with stored value cards, card account numbers, or PINs. This is an ongoing investigation, and additional arrests are expected.

“Our investigators are committed to fighting crime inside and outside the walls of the jail. This was a complex case that took months of investigation by our dedicated team,” Sheriff Pat Labat said. “The arrests of these men and women will no doubt disrupt their criminal enterprise. We will continue to go after those that facilitate criminal activity within the jail.”

The suspects arrested on Friday included:

  • Anita Baker, age 57, charged with: one count of obtain/procure/give inmate a stored value card, card account number, or PIN.
  • Devin Brown, age 18; charged with: one count of obtain/procure/give inmate a stored value card, card account number, or PIN; one count of conspiracy to commit a felony.
  • Markeisha Clark, age 25, charged with: two counts of obtain/procure/give inmate a stored value card, card account number, or PIN.
  • Kimberly Floyd, age 43, charged with: one count of conspiracy to commit a felony.
  • Contrell Simpson, age 41, charged with: one count of conspiracy to commit a felony.
  • Brianna Smith, age 27, charged with: one count of obtain/procure/give inmate a stored value card, card account number, or PIN.

Outstanding arrest warrants have been obtained for the following persons:

  • Dajaiah Jackson, age 26, charged with: six counts of obtain/procure/give inmate a stored value card, card account number, or PIN.
  • Mayke Jones, age 25, charged with: one count of obtain/procure/give inmate a stored value card, card account number, or PIN.
  • Jo Lisa Moss, age 24, charged with: two counts of obtain/procure/give inmate a stored value card, card account number, or PIN.
  • Amere Smith, age 19, charged with: one count of obtain/procure/give inmate a stored value card, card account number, or PIN.
  • Tiambra Smith, age 26, charged with: four counts of obtain/procure/give inmate a stored value card, card account number, or PIN; one count of conspiracy to commit a felony.

Two women were arrested and released on bond in late June/early July in relation to this investigation:

  • Aubree Cuna, age 26, charged with: one count of obtain/procure/give inmate a stored value card, card account number, or PIN; one count of conspiracy to commit a felony.
  • Janiha Pazhedath, age 24, charged with: one count of obtain/procure/give inmate a stored value card, card account number, or PIN.
