Dunwoody investigating massage business after DeKalb Police prostitution sting

Dunwoody officials are investigating a local massage business after one of its employees was arrested in late May by DeKalb County Police and charged with running a prostitution ring.

Hongfang Lin, 52, of Flushing, NY, was arrested May 30 and charged with one count of prostitution and one count of keeping a place of prostitution after a sting operation was conducted at 7 Massage Spa at 5064 Nandina Lane.

Dunwoody officials, who said they were not aware of the arrest until an inquiry by Rough Draft, are looking into the matter and may levy more charges. The business appears to be open and operating as of Aug. 15.

According to a narrative in Lin’s arrest report, the undercover operation was conducted after police received an anonymous tip that the spa was providing “illegal services and prostitution.”

DeKalb Police Det. JJ Kimble, who was acting as an undercover agent, entered the business at 4 p.m., made contact with Lin, and was led to a room in the rear of the business.

“Ms. Lin then asked Detective Kimble how much time he wanted, and Detective Kimble advised 30 minutes,” the report said. “Ms. Lin advised it would be $60 for 30 minutes. Detective Kimble handed Ms. Lin marked $60 (three $20 bills) which was derived from the DeKalb County Investigative Funds.”

Lin then advised Detective Kimble to get undressed for the massage and proceeded to administer it for the next 30 minutes, according to the narrative.

“Ms. Lin advised it would be extra money for anything extra and Detective Kimble would have to pay at the end of the massage,” the report said. “Ms. Lin proceeded to turn off the lights and retrieved lubrication and extra tissues.”

Kimble asked to use the restroom, and Lin allegedly told the detective that he could “after she was finished with oral sex, as she pointed to her mouth and Detective Kimble’s genital area.”

Lin was then arrested. The marked bills were found in Lin’s purse. She was booked into the DeKalb County Jail that night and released on bond on June 2.

At the time of the incident, Dunwoody Police officials said they were neither a part of nor made aware of any police action at the business. 

Massage therapists and massage businesses working in the state of Georgia are required to be licensed by the Secretary of State. A search under “Hongfang,” “Lin,” or combinations of the name revealed nobody by that name in the registry either as a licensed masseuse or a business owner. 

Rough Draft has filed an open records request to the city to obtain 7 Massage’s business license.
